Why UAE brands are buying AI video now

The money is moving to digital video. UAE digital ad spend is forecast at USD 2.64 billion in 2026, up 15.2 percent, growing 17.7 percent a year to USD 4.30 billion by 2029 (source: Research and Markets). MENA digital advertising reached USD 8.185 billion in 2025, up 17.8 percent (source: IAB MENA via Communicate Online).

Marketing teams have tried the tools and found the limit. That gap, between a tool anyone can open and a film a brand can run, is what an AI video production company sells. The buyer is not paying for access to a model. Creative labour, curation and post-production set the price of AI video; the lines a shoot spends on crew, talent, kit and permits disappear. Three variables move a quote most. Shot count, because every shot is generated, curated and graded. Languages and markets, because each version needs its own voice, captions and approvals. AED 10,000: the test budget

Ten thousand dirhams finds out whether AI video works for your brand, on real media, before you commit more. The right use of this tier is a controlled test: run the three assets against your current best performer and read the cost per result after two weeks.

What to expect in the deliverable: vertical and square masters, captions burned in and as files, and a note on which model produced each shot. What not to expect: a real presenter, a brand-new character system or broadcast formats. Those belong to the next tier.

AED 50,000: the launch budget

Fifty thousand dirhams funds a launch: one branded or product film and a social layer built from it. At published rates a branded piece starts at AED 15,000, and the remaining AED 35,000 covers ten social assets at AED 3,500 each (source: JJ Agency Films). That is a hero film plus the cutdowns and hooks a paid campaign needs.

A traditional corporate video in Dubai is quoted at AED 10,000 to 35,000 for one to three minutes, before talent, kit and permits (source: Four Kings UAE), so this budget conventionally buys one film and little else. The AI version buys the film and the ten pieces that actually run on Meta and TikTok.

This is the tier where character consistency starts to matter, because a product or presenter has to look identical across ten assets. Ask how the agency keeps a character stable across shots and expect a method involving locked references, not a promise. The finished set should include a shotlist showing which shots were generated, on which model, and any release covering a real person.

AED 150,000: the campaign budget

A hundred and fifty thousand dirhams buys a campaign, not a film: a hybrid production mixing live action with generated shots, or a fully generated campaign versioned for several markets. Hybrid AI and VFX campaigns are published from AED 80,000 and scale with shot count (source: JJ Agency Films), leaving room for a social layer and language versions.

Saudi Arabia is usually why a UAE brand reaches this tier. Saudi digital advertising grew 23.5 percent in 2024 (source: IAB MENA via Communicate Online), and a campaign built for the UAE rarely travels unchanged. Generated footage lets the Saudi version have its own casting, setting and dialect rather than a dubbed UAE spot. Budget the approvals: two markets means two sign-off chains.

AED 500,000: the programme budget

Half a million dirhams should buy a year, not one campaign: a hero film, a character or presenter system the brand owns, and a monthly drop of assets sized to how platforms now buy media. Meta recommends up to 150 assets for Advantage+ Shopping campaigns; practitioner guidance is 20 to 50 per ad set (source: AdMove).

Conventional production at the broadcast and campaign tier is quoted at AED 100,000 and up per campaign (source: Four Kings UAE), so AED 500,000 buys perhaps three or four shoots a year, each producing a handful of assets. The same budget in AI production funds the hero film at the top of the range, AED 60,000 for a branded piece or AED 80,000 and up for hybrid (source: JJ Agency Films), and leaves the majority for the monthly volume that keeps creative fresh.

The structure that works at this tier is a retainer with a fixed monthly asset count, a quarterly hero piece, and Ramadan planned from the start. It also needs governance: a named reviewer on both sides, an asset register showing the source, owner and licence of every element, and a labelling policy per platform agreed once rather than per post.

What Ramadan changes

Ramadan compresses a year of demand into a month and rewards volume, timing and a less polished look, which suits generated production. A Dubai agency reports engagement of three times or more for content published pre-iftar, 30 to 60 minutes before sunset, and after taraweeh, 10pm to midnight, against standard business hours (source: JJ Agency Films).

The same report found 15 to 30 second vertical videos outperformed longer formats, with 20 seconds the sweet spot, an emotional hook in the first three seconds and text overlays for silent viewing, and that overly polished advertisements underperformed phone-filmed content with real people (source: JJ Agency Films). Plan Ramadan production to finish before the month starts, because approvals slow down once it does. A brand at the AED 150,000 tier can hold most of it for Ramadan; a brand at AED 500,000 should treat Ramadan as one of four quarterly peaks with its own asset drop and both Arabic and English from the start.
