What you are paying for
The model is cheap; the judgement is not. Kling 3.0 at 1080p with native audio costs 12 credits per second (source: Kling), Runway Gen-4.5 costs 12 credits per second (source: Runway), and a Veo 3.1 Quality generation in Google Flow costs 100 credits (source: Google Flow).
Even at retail credit prices, raw generation for a 60-second piece is tens of dollars.
The price is the process around it. One Dubai studio describes four stages: brief, audience and guardrails with model selection; reference frames and mood boards locked to the brand library; a first pass of typically 20 to 50 variants per shot with human curation; then colour, sound design, motion graphics, captions and final conform (source: JJ Agency Films). Stages one, three and four are hours of skilled people, and a ten-shot film means 200 to 500 generations someone has to look at.
That is also why AI production is not priced per minute. A 60-second piece can be six long shots or forty short ones, and the labour scales with the shots. Ask for a quote built from a shotlist and the price will make sense; ask for a price per minute and you will get a guess.
The three variables that move a quote
Shot count, versions and people. Shot count because every shot is generated, curated and graded, so a 20-shot film costs roughly twice a 10-shot film with the same running time. Versions because each language or market needs its own voice, captions and approval round; the footage re-versions without a reshoot, but the people's time does not.
And a real person, because a real face or voice needs a release covering synthetic use and a longer approval loop.
The people variable carries legal weight in the UAE. A campaign with a hero film, ten cutdowns and two languages runs longer because two sign-off chains run, not because the model is slower.
